A number of factors impede "ideal" change in the Pediatrics clerkship. Please consider these when making your assessments and elaborating your suggestions.
Number of Students. A balance must be struck between the number of students on a service and the reaping of learning opportunities in that place. More students means less exposure/work for each one, so attempts are made to reduce "student saturation" whenever possible. If certain situations seem supersaturated, please report that and consider another viable alternative.
Geography. Unfortunately Charlottesville is not a city of millions; scattering students to faraway sites is a necessity. Secondarily, during the outpatient month, the scattering of clinics makes transportation an issue. Unless you've got an uncle with a general peds clinic in a nearby town, the choices in Charlottesville are so far limited.
Intrinsic Differences between the medical centers of UVA, Roanoke, and Fairfax. The outpatient schedules are structured in an attempt to compensate for the differences in inpatient experience. From what I understand, Fairfax is patient-rich experience with little explicit teaching time, and Roanoke includes oupatient days as part of their wards rotation. Please supply a response if you've spent some time in these places.
